DTAC and True Move face 3G hurdles

Plans by DTAC and True Move to offer third-generation (3G) mobile services have been delayed pending further clarification of technical issues by CAT Telecom, which oversees the two mobile operators' concessions.

The National Telecommunications Commission (NTC) last Thursday rejected CAT's request, made on behalf of the two operators, that they be allowed to import high-speed packet access (HSPA) equipment to upgrade their base stations for 3G applications.

Suranant Wongwittayakamchorn, the NTC secretary-general, said CAT was seeking permission for DTAC to install HSPA equipment at 1,200 base stations, with True Move requesting 650 stations.

He said the regulator wanted more information from CAT on the pattern of rearranging frequencies for both operators. The NTC also wanted to know whether CAT had attached any conditions, or if such conditions would affect the NTC's endorsement of the request.

DTAC and True Move are attempting to catch up with the market leader, Advanced Info Service, which holds a concession from CAT's state sibling, TOT Plc. AIS has already installed HSPA equipment in Chiang Mai where it is offering a limited 3G service commercially.

Mr Suranant said that when TOT sought regulatory approval for AIS to import the necessary equipment, approval was fairly straightforward because it did not involve spectrum reallocation.

He said if DTAC and True Move could provide more information, then NTC could reconsider the request this week.
