SEC names new directors

Pannee Sathavarodom, Somchai Kuvijitsuwan and Pol Maj Gen Pornpat Suyanan have been formally appointed directors of the Securities and Exchange Commission.

Mrs Pannee is currently director-general of the Fiscal Policy Office, while Mr Somchai is director-general of the Policy, Strategy and Budget Planning Department for the Attorney-General's Office. Pol Maj Gen Pornpat is a former deputy inspector-general for the Royal Thai Police.

Finance Minister Surapong Suebwonglee on Monday also approved the re-appointment of three other SEC directors to the board: Sompol Kiatphaibool, the chairman of Siam City Bank; Nontaphon Nimsomboon, chairman of AMC International Consulting and audit committee chairman of the Bank of Thailand; and Kumchai Jongjakapun, a law lecturer at Thammasat University.

The six directors represent seats set aside for capital market experts under the amended SEC Act. Three other directors are ex-officio appointees: Suparut Kawatkul, the permanent secretary of the Finance Ministry; Tarisa Watanagase, the Bank of Thailand governor; and Siripol Yodmuangcharoen, the Commerce Ministry's permanent secretary.

The chairman of the 10-person SEC board is Vijit Supinit, a former central bank governor and former chairman of the Stock Exchange of Thailand.

Under the amended SEC Act that took effect on March 5, the board will now be responsible for proposing candidates to act as SEC secretary-general for approval by the finance minister.

Once appointed, the SEC secretary-general and the SEC chairman will have the duty of nominating candidates to a nominating committee to select members of the new SEC Capital Market Committee.

The nominating committee, made up almost entirely of former civil servants, is: Somchainuk Engtrakul, Chaiyawat Wibulswasdi, Pakorn Malakul Na Ayudhya, Niphat Bhukkanasut, Narongchai Akrasanee, Viroj Nualkhair and Suchart Thada-Thamrongvech.

The nominating committee will shortlist the proposals from the SEC secretary-general and chairman for the finance minister for final approval.
