Sereepisut charged

MALPRACTICE / A panel has found there are grounds to allegations of malpractice against former national police chief Sereepisut Taemeeyaves over the rental of vehicles for police use worth 5.9 billion baht, using inappropriate words when scolding subordinates and the unlawful transfer of police colonels.

The disciplinary investigation panel, chaired by Attorney-General Chaikasem Nitisiri, yesterday decided to ask Pol Gen Sereepisut to hear the charges against him on Monday.

The former police chief has 15 days after acknowledging the charges to defend himself, a source said.

On April 8, Prime Minister Samak Sundaravej discharged Pol Gen Sereepisut from the police force pending an investigation into the three allegations against him.

Pol Gen Sereepisut also faces another probe over his alleged failure to perform his duty of guarding His Majesty the King at Siriraj Hospital in May. Mr Samak set up the panel, chaired by Preecha Watcharapai, the secretary-general of the Civil Service Commission, to investigate the former police chief.

Pol Gen Sereepisut's lawyer, Sitthichai Homsiriwan, said his client would hand a written statement to the Chaikasem panel after hearing the charges.

Soldier found guilty

SHOOTING / A sergeant-major in the army was yesterday given a six-and-a-half-year jail term for shooting a student from a rival school while he was a third-year vocational student three years ago.

The Criminal Court said Sgt-Maj Kanagorn Phutiwattanachai, 22, and friends attended a rock concert at the Mall Bang Kapi department store when a clash erupted between Dusit and Bang Kapi technology schools.

The suspect shouted the name of his school before shooting at a group of rival students, but his gun jammed. Somchai Makhamthong, 20, fought back and Sgt-Maj Kanagorn shot him in the leg.

Although the soldier presented a good behaviour certificate from his supervisor and had paid compensation of 16,000 baht to the victim, the court found him guilty of attempted murder, illegal possession of a firearm and carrying a firearm in public place. The sentence was reduced by half due to his confession.

Tuition fees rise

EDUCATION / The subsidy for undergraduate tuition fees for the children of government officials will rise from 15,000 baht to 20,000 baht per year in the Finance Ministry's latest bid to keep up with the rising cost of living. Comptroller-General's Department deputy chief Manas Jamvejha said the subsidy, however, applies only to accredited universities.

An official could reimburse the tuition payment to a state university at no more than 20,000 baht, but only half would go to a private school. The offer starts in the 2008 semester.

Snack box case

WARNING / Police have allowed three legal advisers to former prime minister Thaksin Shinawatra one last chance to submit evidence to defend themselves in the case involving two million baht handed to court staff in a snack box.

Metropolitan Police Bureau 1 commander Maj-Gen Amnuay Nimmano said Pichit Chuenban, Supasri Srisawat and Thana Tansiri claimed their lawyer was busy with other cases as the reason for the postponement.

He said police would give them another 30 days. He advised them to find a new lawyer.

The three are fighting bribery charges after delivering the snack box to Supreme Court staff in June. The trio have already been sentenced to six months in prison each on charges of contempt of court.
