Doubts over diesel

PETROLEUM :Prime Minister Samak Sundaravej's proposal to import high-sulphur diesel from Russia would violate current standards for the fuel, according to Anusorn Sangnimnuan, the president of Bangchak Petroleum Plc.

The Russian diesel has sulphur content of 0.05%, compared with the Thai standard of 0.035%, which will be reduced further to meet the Euro4 emissions standard in 2011.

"Our standard is very advanced compared to the Russian standard. We banned 0.05% sulphur content in diesel over 15 years ago," Dr Anusorn said.

He also said the imports could lead to a diesel surplus if the plan went ahead to import the equivalent of 360 million litres a month, representing 24% of the 1.5 billion litres consumed each month.

Dr Anusorn also questioned Mr Samak's claim that the diesel could be sold for eight baht a litre less than the current market rate. He said that would work out to US$40 per barrel lower than the current Singapore market price.

"Despite the high sulphur content, the low price would make many countries eager to get hold of it. It is really hard to believe that this kind of deal could exist in reality," he said.
