PENCHAN CHAROENSUTHIPAN
The Election Commission will ask the Supreme Court to order a by-election in Samut Prakan's constituency 2 after it yellow-carded two People Power party MPS for vote buying in the Dec 23 general election. EC secretary-general Suthiphon Thaveechaiygarn said the commission will submit its request to the court within two weeks.
The commission invalidated the election of Jiraphan Limsakulsirirat and Nathee Suthinpuek, a veteran actor better known as Krung Sriwilai. They were accused of handing out cash to voters. Both denied the charges.
Mr Jiraphan said yesterday neither of them had been summoned by the EC to testify. Mr Nathee said he had never even thought of buying votes.
EC chairman Apichart Sukhagganond, in his capacity as political registrar, yesterday signed an order setting up a panel of representatives from the Election Commission and the Office of the Attorney-General to look into the dissolution cases against the PPP's two major allies, Chart Thai and Matchimathipataya.
It is chaired by Suwit Theerapong and comprise five representatives from each agency.
The other four EC representatives are Vijit Vichaisarn, an adviser to the chairman; secretary-general Suthiphon Thaveechaiygarn; Thammasat University dean of law Somkhid Lerdpaithoon; and Krit Euawong, deputy director of the office of political party affairs.
The OAG representatives are: deputy attorneys-general Julasing Wasantsing, Thavorn Panitphan and Waiyawut Lortrakul, and Seksan Bangsombun, director-general of the Special Litigation Office and Khemchai Chutiwong, deputy-general of the Office of the State Attorney Commission.
The EC chairman said the panel would report its findings within 30 days.
Earlier, the prosecution rejected the EC's inquiry into the Chart Thai and Matchimathipataya parties and advised that a joint panel be established to help build solid dissolution cases.
The EC wants the Constitution Court to disband the parties for electoral fraud.
