CAT Telecom has ignored DTAC's call to separate its request to offer third-generation mobile phone service from that of True Move, reasoning that it did not want to waste further time. CAT president Phisal Jorpocha-udom said that CAT has already sent a letter which combined both the requests of DTAC and True Move in offering the service to the National Telecommunications Commission (NTC) for consideration.
This latest letter was attached with more details that the NTC needed on frequency re-allocation for True Move, he said.
DTAC previously wanted CAT to separate its request from that of True Move so that its request to upgrade service to 3G would be processed more quickly by the NTC.
It reasoned that True Move's request was more complicated as it might involve legal hurdles.
But the CAT president insisted on sending a single letter to the regulator because it did not want to waste more time.
CAT also added that this latest move would have all information that the NTC needed.
He explained that CAT's move strictly followed the guidance of Article 80 of the Frequency Allocation Act which means all processes had to come under the joint private and public investment law.
He said that if the NTC gave a greenlight on 3G service, in the case of DTAC, the matter would be referred to the joint committee under Article 22 of the investment law and the service could be kicked off immediately.
But in the case of True Move, the matter had to be referred to a joint committee under Article 13 and then be forwarded to the cabinet for endorsement because of a different concession bandwidth.
