TOT guards its bandwidth

TOT Plc is reluctant to allow Advanced Info Service to share part of TOT subsidiary Thai Mobile's 1900 Megahertz (MHz) bandwidth to provide third-generation (3G) mobile phone services because the bandwidth is limited.

AIS, the country's largest mobile operator, has expressed eagerness to share the bandwidth to provide 3G under a build-transfer-operate concession.

TOT president Varut Suvakorn said the existing 15 MHz bandwidth that Thai Mobile has is very limited, adding that if it had to allocate 5 MHz for AIS, it could pose difficulties for Thai Mobile to manage and provide services.

He also said TOT had not yet received a formal request from AIS for shared use and there was also no discussion so far in the TOT board. He added that if AIS insisted on sharing the bandwidth, it needed to be handled carefully as there were many terms and conditions to consider.

AIS sought the 5 MHz of bandwidth to ensure TOT's 3G plan has a quick liftoff because AIS has better infrastructure given its existing support functions for mobile services.

The TOT board recently approved the state enterprise's ambitious 29-billion-baht 3G investment plan to build 5,200 base stations by the end of this year.

Mr Varut said the cabinet approved TOT's rights and bandwidth transfer from CAT Telecom to TOT to provide 3G services. But investment in 3G still has to be approved by the National Economic and Social Development Board, scheduled to consider the issue next month.
