Eastern Power and Electric Co., Ltd. (EPEC)
is the proud owner of an important power generating plant
in Bang Bo, Samut Prakan Province, which supplies 350 MW
of electricity to the Electricity Generating Authority of
Thailand grid.
EPEC’s shareholders, GMS Power Public Company Limited,
Marubeni Corporation,
Total Gas & Power Thailand S.A. and China Development
Industrial Bank are a strong, synergistic blend of local
expertise and international development experience.
The Bang Bo power plant was developed in response to
the 1994 Request For Proposals (RFP) for Power Purchases
from Independent Power Producers (IPP’s). Under the initiative,
EGAT and the Thai government sought private sector involvement
and support for the development of new electricity generating
projects in Thailand.
The
Power Purchase Agreement (PPA) for the project was signed
in November 1997, with two further
amendments
dealing with the after-effects of the Asian financial
crisis,
the last of which was signed in November 1999. Turnkey
Engineering, Procurement and Construction (EPC), and
Operation and Maintenance (O&M) contracts were signed
with Alstom. In February 2000, contracts were signed
to provide approximately
US$160 million in non-recourse project financing for
EPEC from a consortium of leading local and international
financial
institutions.
A world-class efficient power plant
At the heart of the 350-MW Bang Bo Combined Cycle Power
Plant is the Alstom GT-26 gas turbine, one of the most
advanced and fuel-efficient turbines in the world. This
allows EPEC to produce power at one of the lowest marginal
costs in the entire Thai system and minimises the use
of Thailand’s important energy reserves.
The facility is a “combined cycle” power plant, meaning
that exhaust heat from the gas turbine is captured and
then utilised to create steam in a Heat Recovery Steam
Generator (HRSG). This steam then drives a turbine, which,
like the gas turbine, is connected to an advanced generator.
This recycling of the energy significantly increases
the overall efficiency of the plant and ensures that maximum
energy from the natural gas is effectively converted to
electricity.
Highest safety and
environment standards
The utilisation of clean burning natural gas in the cutting-edge
GT-26 turbine ensures that the Bang Bo Power Plant provides
world-class environmental protection for the surrounding
communities. Air, noise and water emissions from the plant
all meet the highest international requirements and are
regularly monitored to ensure that the highest standards
are maintained. The latest and most advanced treatment
facilities and techniques are incorporated into the facility
to minimise any impact on the surrounding environment.
EPEC also maintains the highest standards for safety
at the plant, as is reflected in the company’s outstanding
record in the development of its facility. With over 4.2
million man-hours worked on this challenging and complex
project, only 11 accidents occurred with just five serious
injuries. Most importantly, there were no fatalities.
EPEC is proud of this record and is fully committed to
