Apirak Kosayodhin
Promote the use of public transport, including the mass rapid transit
system to help alleviate traffic problems.
Air and water pollution and garbage need to be tackled urgently. Tighten controls on super-sized billboards, designate billboard-free zones, limit the number of billboards and charge a billboard tax. A 5-10 year plan calls for strict controls of building construction in outer Bangkok areas. Control the use of private cars in the crowded inner city.

Build small public transport systems. Arrange more park-and-ride sites in outer areas. Develop historicle sites but it must not affect residents living in such areas.

Invite private firms to invest in building monorail trains. Take over public buses from Bangkok Mass Transit Authority (BMTA) and make the city’s buses more comfortable to ride. Use garbage as fuel for electricity power plants. Make fertilisers from organic waste. Launch big campaign and impose tough law banning canal littering to improve quality of canal water. Regulate houses encroaching canals and rivers. Force all building construction sites to use plastic sheet cover to prevent dust. Ban vehicles with black fume. Enforce existing town planning law, Inspect and force illegally modified buildings to enhance public safety. Set up complaints box in front of the city hall. Hold public forum in front of the City Hall twice every month for people to express their opinion on city development. Order directors of all 50 districts to allow public participation into all district projects. Inspect price of food and goods in markets regularly to prevent unfair price increase. Give temporary jobs like garbage collection to unemployed persons. Let street vendors trade seven days a week in exchange of pavement cleaning. Force all streets vendors to use the same style of food carts.

Introduce bus lane in all routes, with passenger cars completely barred from the lanes. Change traffic rules by allowing vehicles turning left and right to go first, and make the train stop for passenger cars at level crossings. With improved traffic system, the air will become cleaner. Introduce waste water treatment system and small garbage disposal plants in every community. Ensure effective law enforcement and implementation of the new city plan. Conserve old town areas. Promote father-and child relationship between the governor and Bangkok citizens to enhance public participation in the city activities. With better traffic flow, people will be able to save more time and use it to generate their income.

Mana mahasuveerachai
Reorganise the public bus system by introducing special bus lanes to enable traffic flow on the main roads, and arrange buses into three groups: expressway buses to transport people from the suburb to the inner city, buses operating on main roads, and those running on minor streets. Garbage, waste water and flood problems need to be urgently solved. Issue a law to ban large billboards in some areas, such as within 15 metres from main streets and in crowded communities. The current city plan is good, but improvement
is needed.

Ten percent of land should be limited only for the purpose of public use. Historical sites outside the Rattanakosin Island will be renovated with the help of the land owner and the fine arts department.
Let people have more access to information. Encourage public participation. Promote jobs in communities through projects such as garbage recycling.

Extend the skytrain and underground train systems to cover all Bangkok areas. Provide one-baht bus service through joint investments with private sector. Offer cheaper taxi service with fees starting from 20 baht. Encourage people to help separate garbage from their homes by distributing garbage bags to every household. Unseparated garbage will not be collected. Demolish deserted buildings and turn the land into sports grounds and small parks. Strictly implement the city plan and relocate old factories out of inner city areas. Promote people participation to make Bangkok a livable city by keeping it clean of garbage. Support one-ticket system, provide more park-and-ride facilities and effecient feeder system. Speed up the four city bridge projects and build more tunnels. Flood prevention is priority to look at. Amend the related regulations to control oversized billboards. Implement city zoning, so polluting industries are removed from urban centres or densely populated areas. Raise people’s awareness while promoting eco-tourism and rehabilitation projects. Promote good governance. Arrange weekly meetings between the governor and the people. Seek cooperation from state and non-state financial institutions.

Provide more car parks in certain areas to prevent vehicles from entering the inner city and introduce a comprehensive shuttle bus service. Solve air pollution and improve the bus service. Enforce town planning regulations, set up a strict zoning system and develop public parks on idle land. Enliven old-town quarters and allowing local people to take part in the conservation process. Encourage people in various sectors to form working groups and give them more say in development projects. Promote self-reliance and give people more access to financial sources.

Introduce computerised traffic systems to be monitored by close-circuit televisions in a central traffic control centre. Make Bangkok a pollution-free city. Increase waste water treatment systems and build garbage separation plants to handle different kinds of garbages. Set up a special unit comprising traffic police, city inspectors (thesakit), and public volunteers to monitor polluting vehicles. Review the city plan and make changes if possible making sure it is transparent and does not cause trouble to the citizens. Appoint all community leader advisors to the governor's board and give them salaries to support their living. Employ young female graduates to work as city inspectors. Turn all public parks into night bazaars to attract tourists and generate income for community people.

Coordinate with concerned agencies such as the Land Transport Dept. and traffic police to limit the number of cars on streets and ensure strict law enforcement. Make sure that all the roads are one
hundred percent used.
Employ the poor to clean up city’s streets and sewers. Provide water treatment system in every household and increase people awareness in clean environment. Set up a special panel comprising representatives from every social sector to decide on city plan and zoning. Promote community based development with support
from city officials, districts and city councillors. Encourage youths to be environmental inspectors for each community.
Promote tourism in each community to attract foreigners and generate income for local people.

Integrate all modes of public transportation into a network and expand the BTS train system to cover all Bangkok areas as well as improve the mass transit system. Build more public parks and improve the existing ones. Use a new tax system to develop vacant land plots and build more bridges across the Chao Phraya river. Provide recreational areas along the Chao Phraya river. Improve the infrastructure services in all areas, amend the pollution law, preserve historic towns and construct a national arts museum. Promote public participation by drawing up a development plan of the city and districts and give leading members of public organisations a more active role in development projects. Promote self-reliance, build markets in communities and create jobs in communities.

Use the skytrain and underground trains as the backbone system and improve other public transport services such as buses, vans, taxis, tuk-tuks, taxi-motorcycles and boats to serve as feeders. Change garbage disposal system from landfill to incineration. Build incineration plants at 8-10 spots around the city. Establish waste water treatment plants at main spots where waste water from communities and factories will flow into canals. Build multi-purpose centres in empty areas
to solve the problems of street vendors. Improve the riverbank and canal-side landscapes for more effective use of land.
Encourage civic sector to participate in decision making and monitoring of city projects. Help communities to benefit from garbage management particularly during separation and recycling process.

Introduce safety road campaigns to get rid of car racing, overweight vehicles, and prevent toxic fumes. Plant microchips in all registered vehicles to follow their movements and calculate the density of vehicles on streets. Adjust canal areas to make bicycle and motorbike lanes. Develop abandoned buildings into recreational spots and public parks. Establish garbage separation plants to separate wet, recycled, and toxic garbage. Reduce black fumes in designated zones. Ensure effective implementation of the new city plan, focusing on land conservation and development as well as improvement of crowded zones. Push for community development plans and their full implementation. Use a win-to- win strategy by helping vendors and the poor make their living, such as giving them a vending space, and let them look after the areas in return.

A properly functining and coordinate mass transity system with properly enforced city planning. Make sure the 400-billion baht plan to solve traffic problems is implemented on time. Exhaust emission laws and noise control regulations have to be strictly enforced. Dust from construction sites must be controlled. Two-stroke motorcycles must be banned. Garbage disposal have to be efficient. Increase water purification plants. Strict enforcement of zoning laws. Encourage private sector and civic group participation through a combination of innovative urban renewal strategies and UNESCO guidelines on preservation of historical sites. A greater sense of civic consciousness must be instilled. Communities must organise themselves and demand a say. Must organise monthly mini-town hall in each of the 50 districts. Innovative use of fiscal and monetary measures. Financial institutions will be asked to provide assistance to targeted areas and projects.

Encourage city dwellers to use mass transit and promote a one-ticket system for the whole network. A better traffic management system must be introduced. Traffic-related air pollution needs to be urgently tackled. Provide more efficient law enforcement, zoning and stringent controls on super-sized billboards. Delay the implementation of the new city plan for two years and put into place district-level planning. Mapping out a special blueprint for city conservation, rehabilitation and tourism, as well as tighten law enforcement. There should be more meeting places and forums where the governor meets with the people. Promote vocational training centres and create more exhibition and trading centres by seeking help from SME financial institutions and the central government.

Form “Ruamchuay Muang” (cooperating to help improve the city) groups in all districts. The group, made up of people from all professions, will mobilise their resources and knowledge to make the city more liveable. Encourage more public participation in development projects. Create jobs in communities and provide a variety of occupational training for residents in all communities.

Construct three more subway routes (Thammasat University’s Rangsit campus-Victory Monument, Ramkhamhaeng University-Victory Monument and Wongwianyai to Victory Monument). Build waste treatment facilities for household waste and natural waste. Provide more green areas and construct a national arts museum. Strictly enforce the law to control construction of new buildings. Preserve old towns and impose a ban on advertisement billboards. Set up a special team to receive complaints from the public. Reduce the number of private vehicles on city streets. Provide separate traffic lanes for passenger buses, private vehicles, motorcyles and bicycles. Install more lights beneath all BTS stations and install devices to reduce black smoke emitted by vehicles. Turn areas along the rivers into public parks and provide incentives by reducing household taxes by 20% for those who plant more trees. Develop Yaowarat area as the city’s tourist and shopping hub and turn Don Muang airport into a national convention centre. Relocate oil refinery plants and explosive warehouses to Samut Prakan province. Set up 24-hour complaint centres at all districts. Set aside areas for exhibition centres of goods under the One-Tambon-One-Product scheme.
