I suppose the "mere personal matter" is a suggestion that a financial settlement hasn't yet been reached or agreed.

I'm not sure if Thailand needs better laws but it certainly needs better police officers to enforce laws. Too often (I would guess it's the norm) the police want to see a financial agreement between the wrongdoer and the wronged. They seem to want to avoid at all costs taking people to court. In such a context, the comment that it's a "mere personal matter" isn't far wrong - by Thai standards.

As you say, "the best laws are meaningless if not enforced", and few laws in Thailand seem to be enforced.
Is prostitution not forbidden and against the law in Thailand?

If so, there can be no prostitution according to Thai logic like we all know.

Never question anyhting...
Never confront anything...

Thai Logic:
Do like monkey´s do, close your eyes, ear´s, and mouth and all is better.

Right?

This is again another case of sexual inequality, not only in Thailand -unfortunately. Sexual harassment isn't a new topic ,specially in the society like Thailand where male gender 's usually better considered and more respected. Moreover, the seniority also plays a big role in the country undeniably. As long as Thai people still believe that "Pooyai"(the senior) knows more and knows all and so they keep their mouths shut ,their eyes closed and do not listen to their own hearts when something goes wrong, they can't expect any real progress. Imagine that the victim herself is a navy lieutenant which is certainly not low status and yet . That left us no more doubt why Thai authority let the problem of prostitue carry on.

I was an attorney in America and was involved in both sides of sexual harassment litigation. I have a daughter and do not support any woman having to "put out" to keep a job, but the litigation that has resulted from these laws has been a nightmare for both women and employers. Most of the lawsuits really are from vindictive manipulative women trying to make some quick money or get even with their employer for something that is completely unrelated, while real victims more often seem to quit, go away and put the ugliness behind them as soon as possible. Unless carefully written and implemented, anti-sexual harassment laws create one injustice (those falsely accused) while trying to eliminate another.
