    When I studied agricultural science, water management and conservation of moisture content in soil was part of the subject, I must have been asleep during the rain making lectures.

    While driving through Bangkok, I am constantly seeing huge buildings with signs on saying "Ministry of Popcorn Production and Scientistical Corn Developmentals" or similar ridiculous text. There are HUNDREDS - perhaps even thousands of them, with staff aplenty, producing ... err ... what ???

    I guess this will be just one more. Better start building now. I'm sure they will need a nice building on, say, 20 rai of land in a good position.

    Let us all hope the do their misguided experiments over the Gulf of Thailand. We already have enough trouble here on dry (flooded) land.

    And this is a high priority today? Obviously the Ministry of A&C is better at forseeing drought than floods
