Mum accuses police of killing her son

A 44-year-old mother has lodged a complaint with the Counter Corruption Division (CCD), claiming Bangkok police killed her son during an arrest attempt.

Araya Phuaksikaew told the CCD on Tuesday that on Jan 27 six policemen from the Wat Phraya Krai police station in Bang Kholaem district tried to buy methamphetamine pills from her son, Anant Promchan, 25, in a sting operation.

He was aware he was being set up and jumped into a canal to escape.

If you can't swim don't jump into the water.

I don't understand your response D8. and in response to your comment D9, the deceased man was not intending to harm the police, he was unarmed and fleeing from them. That is hugely different from attacking someone however you spin it.

The mother is within her rights to ask why the police fired shots at him in the water. you must accept that surely right?

D7: I have 42 years of international law enforcement experience (street) as operational (SWAT), UN (Conflict areas) and Command at the highest level. I know what the situation is. Did you ever leave your desk? Did you ever see an angry peron who's sole intent was to harm you because of what you stood for? I doubt it!

Discussion 5 : thanks for reminding my job. I m a police officer with 30+ years of experience and arrested hunderds of criminals of all sorts. Your correct in 1 and 2 but not in 3. If I should ever have fired on a fleeing suspect, I would have been in serious troubles, reharding the outcome probably jailed and kicked out of the force. In the present case, none of the 3 points your cited happened. Talking about an armchair expert 5555.

D5 you fail to strike me as an expert either. From the story it seems none of the 3 things you have mentioned actually happened. The man didn't sell drugs to anyone, didn't attack anyone (in fact he did the opposite by trying to escape), and the police didn't prevent or prove any serious crimes.

The mother has lost her son and is entitled to ask questions, and do you blame her pointing the finger. Seems pretty justified to me

Discussion 4 - another armchair expert. The international rules of enegagement for police use of firearms are: 1.In reasonable self defence or in defence of those for the time being under your protection: 2. To prevent the commission of a serious or henious crime. 3. To effect the arrest of a person known to have committed a serious crime - andf that is this category. Go back to CSI TV and your crime novels.

Police can only use their gun on people when their life or other peoples life is in danger. A unarmed suspect running away isn't a threat. Secondly he was in the water when police fired at him telling him not to move. ------
Anyway : it was unlawful use of a fireweapon by policeforce since there was no immediate threat to their safety.

For once I am on the police side. A drugdealer jumps into a canal to avoid arrest, being Thai he most likely cannot swim well, and then he drowns.
I know Thai culture dictates that one is never responsible for ones own actions, but I fail to see how the police or anyone else can possibly be responsible? At best they can be charged with not helping a man in need, but it sounds to me like they did in fact try to help.
