7 toilets at a cost of 347 million baht. They better be made of gold. Why do Thai officials spend the tax payers money on the most useless things?

Does "meet and surpass international standards" mean one can throw toilet paper into the water-closets instead of buckets in the future? Or is it only the usual "beautification" without upgrading the cheapo upcountry-standard piping system?
