Digital channel for security agency

The National Broadcasting Commission (NBC) on Wednesday decided that applicants for one of the public digital television channels reserved for national security purposes have to be state security agencies.
That would prevent state enterprises from taking part in the bid to operate the channel.
An NBC five-member panel voted 3-1 for the move, with one member abstaining.
