House debate on amnesty bill Oct 31

House Speaker Somsak Kiatsuranont has called a meeting of the House of Representatives on Thursday, Oct 31, to deliberate the altered amnesty bill proposed by Pheu Thai MP for Samut Prakan Worachai Hema in the second reading.
According to Mr Somsak's urgent letter, dated Oct 29, the special House meeting will begin at 9.30am.
The bill has seven sections. The focus is on Section 3 which originally provided amnesty only for people who joined political protests in violation of the emergency decree.
However, the committee scrutinising the bill altered Section 3 to offer a blanket amnesty for all who were involved in political protests from after the Sept 19, 2006 coup to Aug 8, 2013, except those accused of violating Section 112 of the Criminal Code, the lese majeste law.
The bill's opponents argue it opens the way for the whitewash of former prime minister Thaksin Shinawatra, jailed in absentia for political corruption, and the return of his seized assets.
