This sounds like the same problems with trying to open, and run a new business in Thailand, not having land to buy, lack of skilled workers, strict visa requirements, restrictive company ownership requirements, corruption, import duties. It is interesting when Thai businesses face the same obsticles in other countries, and how they react.
