    Interesting, but here’s a thought. If the rice millers, large and small, were compelled to register for ISO 9001 standard it would most probably cut out the worst cases of corruption. But then, quite possibly the powers that have the force to make the millers register would lose their benefits. A way round that should be found as quickly as possible.
