New ICT minister vows to curb rogue websites

The new Information and Communications Technology (ICT) minister has vowed to make it a priority to block websites insulting the monarchy.

Ranongrak Suwanchawee told senior ICT officials that most of the websites originated outside the country and would be blocked, as would sites considered obscene and those offering online games and gambling.

She said her predecessor in the post mistakenly believed that little could be done to control sites originating overseas.

While the new minister targets the internet, she also must make strengthening the two state telecom enterprises a priority, said Anuparb Thiralarp, a telecoms expert.

He said the TOT Plc and CAT Telecom were seeing their revenues and value shrinking in a very competitive market.During the past four years, he said, the asset values of both agencies have declined by almost half and were still on a down trend.

He also told the new minister to speed up efforts to enact the frequency allocation law to encourage more activity in the telecom industry.

During the past four years, he said, no new players have entered the industry because the National Telecommunications Commission has not been active enough.

The frequency allocation law could encourage newcomers and enable free and fair competition, he said.

He said that previously, the law focused only on the separation of two state regulators for telecoms and broadcasting. The emphasis in the future should be the utilisation of radio frequency resources, along with network management and supervision.

    wow did I start something good. I was expecting all sorts of support when I was first to post. Glad to see people of reason posted. The problem is, with all these post I wouldn't be surprised if they blocked the Bangkok Post next! :)

    Another puppet abusing power prior to presenting Policy statement in Parliament...why so kiasu...showing your talent here....wrong timing lah.......please set your priorities right.

    Mr A, PM, please discipline your cabinet ministers.....why are they in such a hurry to voice their concern on matters which are not in a hurry to solve them.....being ICT minister, where and how you do your job, set priorities, submit for approval....etc. Every ministry top boss, please avoid telling the press and the world what you can do now. Take care of your own country first.

    Friends, countrymen, is there any discipline in this current government sharing power where everyone in the cabinet do as they like?
    See and judge for yourself!!!!!

    Prevention is better than cure.

    Seems every ICT Minister comes out with exactly the same story, no visions for the future, no long term plans for ICT, just a vow to close websites.

    I submitted a request to the new minister asking that she spend a very small part of her budget to investigate TOT for charging for 1MPS speeds and only delivering 50 to 60 kbs. This must have been too sensitive, because I see it was never posted here. lol

    Damian, exactly. The fact is that anybody with the hunger to learn and know more than what is permitted will always and forever have access to this information. China, which has FAR more resources than Thailand will ever have in blocking the internet cannot do it, so give it up and use the 500M THB towards educating the people and putting your cases forward in defense of whatever it is that this government believes in. Fascism, nazism, comunism, whatever it is, just go and fund a website to spread your propaganda and that is probably going to be far more popular than blocking any contrarian website you deemed 'damaging to the monarchy'.

    Let's be clear, the monarchy needs no defense, HRM the King does VERY well on his own and does not need the Gestapo to protect him - none whatsoever. He has and he will stand far above us without corrupted politicians using medieval laws to oppress and subjugate people.

    Isn't she sweet. She should have stayed in the profession she understands. It is very very easy to circumvent any blocked site. There are literally thousands of so called anonymizers-website out there, most of them even allow cookies. Therefore it is a wishful thinking to think that she can block really any site at all.
    Than there are proxies, lots of proxies are provided free of charge by universities as long as you do not use the HTTPS sites, but sites like that of the economist or other decent sites do not require more than a HTTP connection. We have on top of that friends abroad who can provide us with a VPN or with an own proxy. There is Vidalia and there are numerous other possibilities that can't be blocked or policed effectively. Other crooked governments like the Chinese government have tried to do so without much success. And each and every day more and more young people are born who are far smarter than this ugly looking lady. There is no way to stop free speech. Even during times when it was far more easy to crack down on free speech because the word was printed governments worldwide were outsmarted day after day. Thailand is just 60 years behind in their thinking. Courts and other institutions which are determined to ban free speech stand to become laughed at around the world. Comments and blogs can be written and accessed from Thailand even though they are blocked. It may look to the censor that people are accessing a website or writing from a location in Mexico, Germany or Japan while the Thai people are actually just sitting across the table of this little Dummy.

    Andre, yeah, except that none of us have the power to block the internet as this fascist can and will if allowed. I guess you missed that 'little' point from your highly intellectual analysis.
