Balanced role of banks, bourse sought

Policymakers expect the banking system and the capital market to play a coordinated role in financing a surge in the domestic investment cycle.

    Why is Thailand attempting to "finance a surge in the domestic investment cycle"? Does that sound prudent? Or does it sound like bubble-economics fueled by greed?
