Sympathy for the regulator

While the broadcasting and telecom regulator has been ripped by academics for failing to perform its duties and protect consumers during its two-year tenure, the International Telecommunication Union (ITU) sees things differently. 

"We give a thumps-up to the National Broadcasting and Telecommunications Commission's success, notably the transitioning from a concession-based frequency allocation system to a licence auction for the 2100-megahertz spectrum using third-generation mobile broadband service," said Kim Eun-ju, the ITU's regional director for Asia-Pacific. "As a regulator, it's impossible to please or satisfy everyone."

Ms Kim applauded the NBTC's prompt execution in creating a new regulatory environment: "It was a very good starting point for the NBTC and the Thai ICT industry to develop strategies to assist the process of encouraging a creative, transparent, competitive environment."
