10m set to sign up for next round of e-welfare scheme

Around 10 million people are expected to sign up for the next round of the government's welfare and subsidy scheme for the poor through the national e-payment database, which is scheduled to launch in April.

Registration will run from April 3-28, said permanent secretary for finance Somchai Sujjapongse.

Applicants must have an annual income of no more than 100,000 baht to receive aid under the programme.

Some 8.27 million people signed up through the national e-payment database at Krungthai Bank, the Government Savings Bank and the Bank for Agriculture and Agricultural Cooperative in the first round last year.

Those earning less than 100,000 a year also obtained a one-time cash handout from the government.

Under the scheme, those earning up to 30,000 baht a year are entitled to 3,000 baht per person, while those earning more than 30,000 but less than 100,000 baht a year are entitled to 1,500 baht.

Mr Somchai said those who register with the scheme in the second round are expected to get discounts for utilities, including electricity and water, and public bus fares.

The Finance Ministry will call a meeting with parties related to the national e-payment scheme next week to outline the registration process to prevent recurring problems from arising.

The ministry will also ask for cooperation from the Interior Ministry to let village heads or leaders verify that those registering for the scheme are really low-income earners, he said.

With the database, the government can direct welfare and subsidies to targeted groups.

It can further help alleviate the government's budgetary burden from providing blanket welfare.
