Russia keen to help SE Asia

Russia is ready to offer a set of solutions to help the development of Southeast Asia.

Industry and Trade Minister Denis Manturov made the pledge during a visit to Vietnam and Thailand by a Russian delegation led by Prime Minister Dmitry Medvedev.

"Russian companies are ready to make a packaged proposal containing financial, commercial, technological and other solutions in addition to railroad construction," Mr Manturov said.

"For example, we can supply railcars or have them assembled in Thailand. We're now discussing a similar proposal with Vietnam in the framework of a project to construct a transport corridor connecting Laos, Vietnam and other Asian countries with Thailand."

One of the most ambitious joint projects between Russia and Southeast Asian countries is the construction, development and operation of a railway and infrastructure to transport coal on Indonesia's portion of Borneo island.

The Kalimantan rail project is supported by Russian Railways and Thailand's Banpu Plc.

"On April 8, during Prime Minister Dmitry Medvedev's official visit to Thailand, a memorandum of understanding was signed between Russian Railways and Banpu providing for their joint participation in this project on Indonesian territory," Mr Manturov said.

Total investment by 2019 will amount to at least $2.4 billion, of which up to 75% will be capital investment in railway infrastructure.

The project includes construction of a railway of up to 190 kilometres, a coal warehouse, sea coal terminal, power plant and a range of other facilities.

Russian Railways and Banpu are also considering projects with African partners, particularly in Mozambique, where construction will start next year on a deep-sea mineral port in Macuse and a Macuse-Tete railway to transport coal.
