For clarification Mr. and Mrs. Green were not caught in Thailand and are far from being Hooligans , as a matter of fact their crime was against an U.S. Law and therefore their crime is not even a crime in Thailand.
So that must mean that the U.S. Embassy will be awarded the tickets.

BUSTED!! Wondered when someone would catch the error! :o

Not clear on your ‘their crime was against an U.S. Law and therefore their crime is not even a crime in Thailand” but I would argue on the ‘not even a crime in Thailand’ statement. Perhaps forum contributor Mr Voice knows the answer to this?

By the statement "it is not even a crime in Thailand" I mean that what they were convicted of in not a crime in Thailand.

The producer of "Rescue Dawn" and his wife were found guilty last year under the Foreign Corrupt Practices Act of bribery and money laundering after evidence showed they improperly wooed a Thai government official.

The Foreign Corrupt Practices Act is an American Law . Further they were convicted of Conspiracy, money-laundering, and violating Anti-Corruption. And the TAT Ex-Governor has been indited in the U.S also.

Whether the Thailand Courts and Officials charge is a matter for the Thai's.
