Is owning a land as foreigner enter in Category 3?

Does anyone know whether the proposed changes in foreign ownership also concerns the RETAIL real estate sector ? i.e. foreign retired people or investors just wanting to have a country home in Thailand? It would be very damging to stop these investments,

These investments are ALREADY stopped by Thai law.
All that is happening now is a crackdown on the loopholes.
