Flood isn't really a natural disaster, in a sense, it is a man made disaster. With global warming, illegal logging, garbage dumpsites and etc. now wonder that more and more floods are occurring. People neglect environment because they are too greedy for money but in turn when the flood comes in, they spend more money than gaining.
