Cabinet budgets B5bn in cash help for victims
The number of families affected by the floods which have wreaked so much havoc across the country looks set to soar from the present 580,000 to over a million, the prime minister says.
The cabinet yesterday set aside 5 billion baht in financial aid to be distributed to flood victims in 29 provinces.
The Emergency Medical Institute of Thailand yesterday morning reported 15 more deaths related to the flooding, bringing the total to 56.
Prime Minister Abhisit Vejjajiva gave an assurance that flood victims would receive the cash assistance a month from now.
But his secretary-general, Korbsak Sabhavasu, was more optimistic, saying the money should reach victims as early as Monday.
An academic yesterday warned the government to be careful with the cash assistance because the distribution process might invite corruption.
‘‘First, it is important that the government give a clear definition of the word ‘household’,’’ said Jitti Mongkolchaiarunya, a former dean of social administration at Thammasat University.
Mr Jitti said the cash assistance was a good idea but the government might find a single household could be divided into many sub-households once the money began being disbursed. The scheme could end up costing much more than estimated.
‘‘I am not sure if this means only people with household registrations in flood-ravaged provinces are entitled to receive the cash assistance,’’ Mr Jitti said.
‘‘The government should take into account that many people leave their home towns and go to work in other provinces.’’
The government could leave many people without help if it goes by the household registration system.
Mr Jitti said the government was giving an equal amount of aid of 5,000 baht to each household even though the number of family members could vary and the extent of the damage would be different.
The government also should ensure that state assistance was above board and transparent.
Mr Abhisit said the government would discuss later how to cover damage to farmland and livestock raising. It could possibly be in a non-cash form such as a debt suspension scheme.
The cabinet decided yesterday that the compensation of 600 baht a rai for damaged farmland, as stipulated by the law, was far from enough, Mr Abhisit said.
The prime minister predicted the final cost of flood relief and rehabilitation would come to about 10 billion baht.
Agriculture and Cooperatives Minister Theera Wongsamut estimated the floods had affected about 5.3 million rai of farmland.
Meanwhile, the King’s concern over the possibility of further severe flooding in Ubon Ratchathani had prompted efforts to ease the impact.
Mr Abhisit ordered all agencies yesterday to be prepared for an overflow of the Chi River, which would lead to heavy flooding in provinces along the river.
