Flash floods hit the South – again

Heavy rain and flash flooding yesterday continued to wreak havoc in the southern region, especially in Muang municipality of Nakhon Si Thammarat.
Other parts of the South were hit as well, prompting hospital evacuations, halting airline services and forcing train passengers to continue their journeys by bus. But despite some provinces struggling with rising floodwater, levels were receding in the deep South.
In Nakhon Si Thammarat, run-off from Luang and Nun mountains, triggered by steady rain over the past four days, caused unprecedented massive flooding, putting several main roads and residential communities under deep water.
The floodwater in some communities, such as Bo Sap and Ban Tok, ran as high as two metres, forcing locals to resort to using boats to get around.
Authorities were mobilised to assist flood victims and evacuate those who wanted to move to safety.
Bad weather forced the provincial airport authority to suspend all flights, stranding several hundred passengers.
Rail passengers travelling north were advised to board trains at Thung Song station because tracks between Nakhon Si Thammarat station to Thung Song station were submerged.
Those travelling south were asked to disembark at Thung Song station and take buses provided by the rail agency to their destinations.
The floods battered six districts, three of which – Nop Phi Tham, Tha Sala and Sichon – have been declared disaster areas. In Tha Sala district, flash flooding breached an earth dyke and hit Tha Sala Hospital. The entire ground floor was inundated, forcing the hospital to suspend all medical services for outpatients except emergency cases.
Twenty patients were moved to Maharaj Hospital, 45 to higher floors and 35 others sent home.
The Department of Disaster Prevention and Mitigation said flash flooding and run-off has hit nine out of the 14 southern provinces with almost 60 districts inundated.
However, the floods subsided in several provinces, providing respite for residents and businesses.

level – the amount of liquid that there is in a container, river, dam, etc., which can be seen by how high the liquid is ระดับ
recede – to move back; to move further away into the distance; subside ลดลง, ถอยหลัง
run-off – rain, water or other liquid that runs off land into streams and rivers น้ำหลาก
trigger – to cause ก่อให้เกิด กระตุ้น
steady – staying at the same level, speed, value etc ไม่เปลี่ยนแปลง, สม่ำเสมอ
unprecedented – never having happened before ที่ไม่เคยเกิดขึ้นมาก่อน

suspend – to stop for a period of time ยกเลิกชั่วคราว, ระงับชั่วคราว
strand – to leave someone somewhere with no way of going anywhere else ปล่อยเกาะ ถูกทิ้งไว้
advise – to tell somebody what you think they should do in a particular situation แนะนำ, แจ้ง
board – to get onto a ship, aircraft, train, or bus ขึ้น(เรือ รถเมล์ รถไฟ เครื่องบิน)
submerged – under water จมน้ำ อยู่ใต้น้ำ
disembark – to leave a vehicle, especially a ship or an aircraft, at the end of a journey ออกจากพาหนะ
destination – the place where someone or something is going จุดหมายปลายทาง
batter – to hit something hard many times ตีติดต่อกัน, โจมตีติดต่อกัน
disaster –an unexpected event, such as a very bad accident, a flood or a fire, that kills a lot of people or causes a lot of damage ภัยพิบัติ ความหายนะ
breach – a break through or over something รอยแตก, การข้าม, การทำให้แตก
dyke – a wall built to prevent the sea, river of flood water from covering an area เขื่อนกั้นน้ำ
inundate – to flood; to submerge ท่วม, ทำให้จมลงใต้น้ำ
emergency – an unexpected situation involving danger in which immediate action is necessary เหตุฉุกเฉิน
outpatient – someone who receives medical treatment at a hospital, but who does not stay there for the night คนไข้นอก
patient – someone who is receiving medical treatment คนป่วย, คนไข้
prevention – preventing something bad from happening การป้องกันภ้ย
mitigation – a reduction in the harmful effects of something การบรรเทา การผ่อนคลาย
subside – to sink to a lower level; to become weaker or less serious ลดลง
respite – a short break or escape from something difficult or unpleasant การหยุดพักชั่วคราว
