China regulates package tours, Asian Development Bank loans for Dawei industrial development & coal will be more important than natural gas in ASEAN's future.

China regulates "zero-dollar" package tours

China has a new policy of regulating outbound zero-dollar tours which started Tuesday.

Zero-dollar tours are cheap tour packages in which a tourist pays only a small amount of money to tour agents. But when they arrive at their destination the tourists are pressured into buying overpriced products and accommodation or optional programmes they had not planned on joining.

The short-term effect of the new regulation will likely be a decrease in Chinese tourist arrivals. The new measure is not expected to affect independent travellers who represent 30% of arrivals and during China's Golden Week from Oct 1-7, Chinese tourists will still be visiting Thailand as usual due to advance bookings.

Under new Chinese regulations, Thai tour operators and their Chinese counterparts must stipulate the exact number of Chinese tourists travelling to the country. All tour programme details and all expenses for Chinese tourists must be explicitly stated, and the tour packages can be paid for only in China. Tour operators who violate the regulation are subject to a 300,000-yuan fine, or face licence revocation. The new regulation will likely increase the price of package tours by 40-100%. For example, tour packages to southern Thailand have already doubled to 6,000 yuan (30,600 baht),  while programmes to northern Thailand have risen by 75% to 7,000 yuan. 

With new regulations and prices, some expect Chinese tourist arrivals in Thailand to drop by 50%, others expect a 30% drop. In the first eight months there were 3.2 million arrivals so this year's projection of 4 million arrivals is likely to be met but the Tourism Authority of Thailand (TAT) now expects 3.8 million arrivals this year, lower than its projection of 4.2 million.

Asian Development Bank loans for Dawei industrial development

The stagnant Dawei deep-sea port and industrial park project took a small step forward after Myanmar agreed to secure loans from the Asian Development Bank (ADB) to invest in significant infrastructure development.

Thailand, Myanmar and Japan held a meeting in Yangon last Friday to discuss ways to get the Dawei deep sea port and industrial project off the ground. There are high hopes that Japan will eventually hold a stake in the company that will manage Dawei's port and special economic zone. South Korea and China have also shown an interest in investing in the project.

In June, Thailand and Myanmar agreed to set up Dawei SEZ Development Co (DSEZ), registered in Thailand, with an equal shareholding and an initial investment of 12 million baht, far below the 100 million baht projected earlier. Special-purpose companies (SPCs) registered in Myanmar will also be set up to manage the port, road and rail links, power plants, water facilities, industrial estates, a telecommunications network and the township.

Coal to soon surpass natural gas use in ASEAN

Coal will replace natural gas as the dominant fuel for producing electricity in Southeast Asia as the region will almost double its energy consumption in the next two decades, according to the International Energy Agency (IEA) in its Southeast Asia Energy Outlook publication.  Coal is the fuel of choice because it is relatively cheap and abundant in the ASEAN region. Coal is the fuel source for about 75% of power-generating capacity being built by members of  ASEAN. 

In the future, the price of power from coal will be about 30% cheaper than gas. ASEAN will get 49% of their power from coal by 2035, it is projected, up from 31% in 2011. The share from gas will drop to 28% from 44%.

Energy demand in ASEAN is growing at more than twice the global average and will rise to more than 10% of the world’s growth in energy use. The region will become the world’s fourth-largest oil importer after China, India and the European Union. ASEAN’s growing demand for oil will offset declining imports by the United States, which is producing more of its own crude thanks to the boom in output from shale. 

Indonesia, the world’s top exporter of thermal coal will almost double output by 2035 and emissions linked to climate change will increase at the same rate in Southeast Asia. Coal emits about twice as much carbon as gas.

Government oil subsidies remain an obstacle to reducing oil demand in Southeast Asia despite some progress. Subsidies stood at $51 billion last year, deterring investment in energy infrastructure and hampering improvements in energy efficiency and development of renewable energy.
