Japan-Indonesian rail project study

The Japan International Cooperation Agency (JICA) has agreed to conduct a three-year study on building a high-speed railway system on Java Island using Japan's "bullet train" technology. This step puts Japan ahead of rivals including China and South Korea, and brings Japan closer to winning the contract.

The study will look into the costs of the project and passenger demand as well as ways to secure funding for the roughly 150-kilometre route connecting the Indonesian capital Jakarta to Bandung as well as an additional route from Bandung to Surabaya in eastern Java, a centre of commerce, that will travel at a maximum speed of 300km per hour, transporting people over an estimated 730-km stretch in about three hours.

The Indonesian railway construction project is worth 50 trillion rupiah (about 140 billion baht).

SME Bank govt guarantee to recover from NPLs


The Small and Medium Enterprise Development Bank (SME Bank) is seeking the Finance Ministry's guarantee for a bond issuance worth up to 10 billion baht as part of its business rehabilitation plan. The bond offering is aimed at increasing the state-owned bank's liquidity after its capital was halved to 5 billion baht as provisions had to be set aside for high non-performing loans (NPLs).

SME Bank has struggled with high NPLs for years. At the end of September, the bank had NPLs amounting to 31 billion baht, or 34% of its outstanding credit, while it plans to lower NPLs to 28.85 billion baht or 29-30% of lending by the year's end. The bank's loans extended under government projects are turning sour at a rate of 200-400 million baht a month. Some 1.8 billion baht worth of loans extended under government projects are classified as NPLs. The bank is on track to reduce its bad loans as planned by selling non-performing assets (NPAs) worth 2 billion baht to Sukhumvit Asset Management (SAM) and rehabilitating bad loans worth 1 billion baht per month on average

The bonds' maturity will be five to seven years to match the bank's loan terms and it is the right time to issue bonds due to low interest rates and excessive liquidity in the financial market.  A Finance Ministry guarantee on SME Bank bonds would lower interest costs.

The bank's capital adequacy ratio, which stands at 7% of risk-weighted assets, is expected to meet the central bank's minimum requirement of 8.5% if the Finance Ministry injects an additional 2 billion baht into the bank for recapitalisation. The bank's outstanding loans amount to 91 billion baht. Net profit this year is projected at 500-600 million baht.

500,000 people 'enslaved' in Thailand

Thailand has the highest prevalence of modern slavery in Southeast Asia with up to half a million people living in forced servitude, according to a new index by international charity the Walk Free Foundation. The index attempts to measure the extent of modern slavery country by country, placing a figure on the number of victims subjected to human trafficking, forced labour and debt bondage across the world.

The Index puts Thailand 24th out of the 162 nations and singles it out as a hub of exploitation within the Greater Mekong Subregion, with the 7th largest enslaved population of any country in the world. Globally, Mauritania is ranked first on the modern slavery index with 150,000 slaves in a population of 3.8 million. Haiti is in second place, with Pakistan one place below. 

Researchers found victims of modern slavery in Thailand are predominantly migrant workers from Myanmar, Laos and Cambodia, while Thai women are particularly vulnerable to trafficking into the forced domestic and sex industries around the world. Victims are known to be trafficked to countries including China, Germany, Israel, Japan, South Africa and the USA. 

The report also singles out the labour intensive fishing industry as a unique issue, arguing that the country’s economic prosperity and low levels of unemployment have resulted in a labour shortage filled by migrants susceptible to exploitation. The research makes several recommendations including a plea that the government's victim hotline employ bilingual staff to encourage non-Thai speaking victims to use the service.
