TELEVISION

The coming boom in digital-TV devices

Digital-TV signal receivers will be sold next month in a variety of devices including set-top boxes, tablet TVs and car-installed TV screens. The 24 winners of the digital-TV channel auctions must start broadcasting their TV programmes within 30 days of the official announcement of the winners, meaning by early next month. Seven of the licenses are for standard-definition variety shows, another seven for high-definition variety shows, seven for news channels and three for children's channels. Trials of the new digital TV system are now taking place in Greater Bangkok and major provinces such as Chiang Mai, Khon Kaen and Songkhla.

The regulator NBTC has so far approved 65 TV models with built-in signal converters from six brands - two models from Sharp, 13 from Panasonic, 15 from LG, 13 from Sony, three from Provision and 19 from Samsung. 34 set-top box models have also been approved that will be provided by major local satellite-TV operators GMM Z, Samart, IPM and Leotech along with models from Chinese set-top box makers which may be about to dump cheap products in the local market.

Makers of functional devices such as tablet TVs and car-installed TV screens are also seeking NBTC approval. Tablet TVs have 8-10-inch screens and a TV tuner. Some makers have introduced a hybrid function for tablet TVs, allowing viewers to receive digital broadcasting signals while using the device as a handheld computer. MCOT Plc (Channel 9) will make its own tablet TVs in collaboration with a TV-set maker.

TELEVISION 

High digital TV license prices means breaking even more difficult 

Siam Commercial Bank (SCB) is taking a neutral stance on digital TV due to the high auction prices for the 15-year licences for 24 digital TV channels. The auctions generated 50.9 billion baht, 2.3 times higher than starting prices on average. Seven winners for standard-definition variety channels tendered the highest prices for their licences, five times higher than starting prices.

With heavy competition, new strong players will be able to grab market share from existing broadcasters. After paying high prices for licenses, the winning firms still have to finance costly infrastructure investment, so these businesses may take a long time to break even. Typically, the media industry represents a marginal proportion of a banks' corporate loan portfolio.

Digital TV will lead to a significant development in Thailand's media industry, adding 24 free TV channels to the existing six channels and creating tougher competition. The change will benefit related businesses such as broadcasting services, commercial advertising, set-top boxes and home shopping. Experts predict the 2014 market value of content services will be 32.7 to 33.3 billion baht, growing by 14-16% year-on-year, while home shopping will be worth 6 to 6.25 billion, up by 20-25%. The value of the digital TV and set-top box market will be 40.2 to 44.5 billion baht, up from 5.2 billion last year.

School tablet contracts to be voided by govt

The Education Ministry looks set to scrap its contracts with two winning suppliers of 1.2 million computer tablets for students in the second phase of the government's One Tablet per Child scheme by mid-February. The move comes after the companies failed to meet their delivery deadlines of Dec 23 and 25. The state has earmarked 4.8 billion baht in fiscal 2014 for another 1.6 million tablets but it is difficult to say when a new auction can take place after the contracts are scrapped.

The second-phase tablet project is already a year behind schedule. The recent baht depreciation was cited as the main cause for the failure to deliver all tablets within 90 days of the contract signing last September. The two suppliers - China's Shenzhen Yitoa Intelligent Control Co and Thailand's Jasmine Telecom Systems Plc - said they had to shoulder an extra 10% cost or an additional 180 baht per tablet due to the weakening currency. As well, a shortage of dynamic random-access memory (DRAM) due to a fire at the Chinese company's Wuxi factory last September was another factor.

Yet another issue is the  prolonged dispute between the company Supreme Distribution (Thailand) and the Education Ministry over bidding for Zone 3 that has yet to be resolved. Supreme Distribution last June won the bid to procure 426,683 tablets for students and teachers in Zone 3, but Education Minister Chaturon Chaisaeng cancelled the deal amid bid-rigging suspicions raised by the Office of the Auditor-General. The company then lodged an appeal with the Comptroller-General's Department. The issue has yet to be resolved
