Pol Gen Somyos Poompanmuang said the suspects were intercepted in two vehicles on a bypass in Mae Chan district. They were identified as Titpanet Lao-song, Vikorm Rakkotmai, Arloom Dala and Kritpak Dala.
The four men tried to speed away but officers were able to shoot out their vehicles' tyres.
Authorities confiscated 976,000 methamphetamine pills, 35 kilogrammes of heroin, 1kg of crystal meth, a pickup truck and a sedan as evidence.
Pol Gen Somyos said the drugs were likely to be delivered to Bangkok even though the suspects told investigators that they would be given to clients in Chiang Rai's Chiang Saen district.
A drug network led by Chaiwat Pornsakulpaisal, alias Lt Col Yi Sae, was behind the operation, he added.
