He said in his petition that Mr Kittiratt and Pongpanu Sawetrun, deputy permanent secretary for finance, might have violated the law by defying a Central Administrative Court order that the government conduct public hearings before starting any of the 350-billion-baht water and flood management projects.
Despite the court order, the two went ahead and signed loan contracts with four banks, he said.
Mr Srisuwan asked the NACC to investigate and request the Supreme Court's Criminal Division for Holders of Political Posititions to take action against them.
If the NACC did not take any action, he would then petition the Supreme Court to set up an independent committee to investigate, Mr Srisuwan said.
