BALI - US Secretary of State John Kerry warned Congress on Saturday to think "long and hard" about the negative message that the government shutdown is sending to the world, even as he disputed the perception that it was a sign of American weakness.

Kerry made the comments at the Asia Pacific Economic Forum (Apec) summit, which President Barack Obama has been forced to miss because he chose to stay in Washington to deal with the political impasse over the budget.
