TOKYO - The number of foreign visitors to Japan in September surged 31.7% from the year before to 867,000, breaking the record for the month, the Japan National Tourism Organisation (JNTO) said Wednesday.

The numbers of visitors from Hong Kong and Thailand came to 55,400 and 29,300, also all-time highs for the reporting month, the agency said.
