It's obvious the Thai way and culture of Mai Bhen Rai prevails when it comes to making a baht regardless as to harm done to others or the kingdom's reputation... In the end, it's a case of anything goes because... the means justifies the end.

What is worrying about this, is how many of the steel products have been used already? In what capacity have they been used? This is an important aspect of this find.
How long has this been going on? I would think that companies who did business with this steel company would come forward also to inform the investigaters that they did buy such products from the company,Also to inform how the products were used and where.

It's common knowledge that in North America scrap car bodies go into making rebar, however as D-3 says, the resmelting process must be exact.

Making modern structural steel is a science of mixing iron and other elements at specific temperature. While scrap steel is commonly recycled by the steel industry, the re-smelt process must be exact. If one just simply throw random scrap steel in the pot and recast what comes out is pot-metal with unknown strength, usually softer or more brittle than original, and sometime can not be properly welded.
Even rebar (concrete reinforcing bar, reinforcement steel, ringbar, reo) must meet standardized grading and specification. http://en.wikipedia.org/wiki/Rebar
