New app to track seized assets in civil cases

The Legal Execution Department will launch a mobile application next month so parties to a case can track the progress of asset sales or seizures.

Details of civil enforcement cases will be made available to parties to the cases through an Android-based app, which has been 70% completed.

The app, based on the Debt Info system, allows users to check the total and outstanding amount so they don’t need to call the department to check the progress of the case. The app will be available on Aug 1.

Director-general Ruenwadee Suwannamongkol said on Friday the department was revamping its operation, with the focus on the acceleration of some 12,900 outstanding cases of 10 years or more.

Of the total, 2,520 cases were enforced, she said.

The 2017 amendment to the Civil Court Procedures Act will also take effect in September. The law will speed up the enforcement by cutting steps and the chances the process can be stalled.

“Among the changes is the elimination of the requirement that a court approval be obtained to auction off assets. Execution officials are also allowed to issue seizure orders and seize claims nationwide,” she said.

The confiscation methods are also clarified and more comprehensive. Stakeholders may join auctions or find others to bid up prices, she added.

The department will hold an auction for the third time 24 objects resembling gemstones and jade with appraised value of 316 million baht next Saturday, targeting foreigners.

“In the first and second rounds, nobody bid for them so we had to open six more rounds with the focus on foreigners, especially jewellery groups from Malaysia and Singapore,” she said.
