Panel proposes seven ideas for social reform

A panel on social reform will propose extending constitutional protection to all people in Thailand, not just Thai citizens.

Amphon Jindawatthana, chairman of the National Reform Council's social affairs panel, said yesterday such protection was one of seven points proposed to be added to the constitution.

The other six proposals are as follows.

Parents should be allowed to take adequate parental leave because they have a duty to "create good citizens and warm families".

More civil rights should be endorsed, such as the right of labourers to be partners in the businesses they work for and the right to assemble in cultural groups.

The rights of communities should be clear so their members can manage their own futures.

A community is a juristic person entitled to state support and to manage its own affairs.

At least three out of every 10 people working for state agencies, and at all levels, should be women.

Finally, there should be more civic duties, such as the responsibility to develop the nation and conserve natural resources, art, culture, tradition and local wisdom.
