Animal law 'fails humans'

Locals in Chachoengsao province have complained that the newly-enacted Animal Welfare Act does not provide protection for humans attacked by animals.

The reaction came after a dozen locals in Muang district were reportedly attacked by domestic and stray dogs on Tuesday. The residents said they did not retaliate due to fears of legal action under the new law.

Udomsap "Nong Satang" Paothaisong, a 21-month-old boy, was attacked by a stray dog while sitting in front of his home in tambon Bang Kaew. The attack left bite wounds on his head.

On Phuaram, 58, Nong Satang's grandfather, said the dog came to steal food from the house, but he could not beat it because he feared punishment under the law.

Meanwhile, a two-year-old boy, Passachayathorn Rattanasophon, was reportedly bitten by his dog in tambon Tha Khai after the animal tried to snatch grilled pork from him. The boy sustained several deep bites to his left cheek and ear.

The boy's father decided to abandon the dog because he was afraid his son would be bitten again.

According to Chachoengsao emergency services, a dozen patients received treatment in hospital for dog bites on Tuesday.

Under the legislation passed in November, those found guilty of animal cruelty could face up to two years' jail and/or a 40,000-baht fine.

The law also places responsibility for an animal's welfare on its owners.
