If it's a numbers game, then the statistics are stacked against the police working the streets of Pattaya. The jurisdiction covers just over 36 square kilometres, including Koh Larn. There are 450 police officers covering the area, with the help of 800 Thai and 100 foreign volunteers who do not have the power to make arrests.
