Witoon quits over fish

Ex-minister insists he's ready for investigation

The Democrat party has named Issara Somchai as the new social development and human security minister, replacing Witoon Nambutr who resigned yesterday in the wake of the controversy over donations of rotten canned fish.

The selection of Mr Issara, who, like Mr Witoon, is an MP from Ubon Ratchathani, underscored the party's position of keeping a representative from the Northeast in the cabinet. The party lacks influence in the region.

Mr Witoon is the first member of the Democrat-led cabinet to step down. Deputy Interior Minister Boonjong Wongtrairat, from the Bhumjaithai party, is also under pressure to quit amid vote-buying allegations.

Following Mr Witoon's resignation, the Democrats resolved to hand the job to Mr Issara, an eight-time MP for the northeastern province.

Mr Issara's name was proposed by party secretary-general Suthep Thaugsuban at a meeting of MPs and executives. No one contested his nomination.

A party source said Mr Issara's nomination would be forwarded for royal endorsement as soon as the examination of his qualifications was completed.

Speaking at a press conference after the cabinet meeting, Mr Witoon said his resignation, which would have immediate effect, was to show political and social responsibility and had come without any pressure from his party.

"I've made the decision on my own for the benefit of the Democrat party, which I love and have stayed with for so long, and for the prime minister who is capable of administering the country."

Mr Witoon was on the verge of tears as he said his resignation would pave the way for appointed committees to investigate him without having to worry that he would interfere in any inquiries.

"I insist there is no corruption in the donation of relief bags [to flood victims] in Phatthalung. I'm ready to be investigated, give my testimony and cooperate [with fact-finding panels]," he said.

After the press conference, the former minister went to the ministry to pack his belongings.

Residents of Phatthalung hailed Mr Witoon's decision to quit over the rotten canned fish scandal.

"I am glad that he has quit to show accountability. I hope state officials will take this case as a lesson," said Nat Musik, a village head in Muang district.

The opposition Puea Thai party accused Mr Witoon of being involved in irregularities surrounding the purchase of the canned fish for distribution to flood-hit victims in Phatthalung.

Puea Thai spokesman Prompong Nopparit questioned whether Mr Witoon had really stepped down to demonstrate his political accountability. He said Mr Witoon "succumbed to" evidence of wrongdoing exposed by Puea Thai.

The Foundation for Consumers said it would lodge a complaint with the Criminal Court next week against Mr Witoon, permanent secretary for social security and human development Wallop Ploytubtim, and the manufacturer of the rotten canned fish.

The planned lawsuit would be in line with the Consumer Protection Law, said foundation secretary-general Saree Ongsomwang.

In a separate development involving the accusations against Mr Boonjong, the Election Commission (EC) yesterday agreed to set up a subcommittee to investigate allegations that the minister was involved in vote-buying.

Mr Boonjong is accused of handing out money, part of the government relief scheme for the poor, along with his name card to his constituents in Chok Chai district of Nakhon Ratchasima on Jan 24. Puea Thai claimed the act was equivalent to vote-buying.

EC secretary-general Suthiphon Thaveechaiyagarn said the panel had 30 days to complete its inquiries.

    This is one time when the popular misquotation—"Something's rotten in Denmark (Thailand)"—is a real improvement on the original. But you ought to be careful around purists, who will also remember that the minor character Marcellus, and not Hamlet, is the one who coins the phrase. There's a reason he says "state of Denmark (Thailand)" rather than just Denmark (Thailand): the fish is rotting from the head down—all is not well at the top of the political hierarchy.

    Mr. Abhisit how history repeats itself!

    Let the people of Thailand decide who they want to run the country. I am sure that would NOT be you!

    MP Witoon should be commended by showing his spirit to resign whether he has done the mistake intentionally or unintentionally. Ministers from developed country like Japan, Korea, ... have sense of responsibility and will always take responsibility on any matter under his/her jurisdiction and the quick way out is to resign and still allow justice to find out the truth. Cabinet ministers from the previous government who made mistake and refused to resign would always cause the life of that government to be shortened which we had seen from the previous 2 governments.

    I hope MP Witoon's spirit can be a lesson for all Thai politicians and government officers to follow that they are in power to help the people and develop the country and not for selfish motive and gain. The reds need to learn about this in order to gather more support by telling what is truth and for who and what are they fighting for. If it is for the people and country, you can count me in. If not, it will always be a merry go round and in the end, the reds will gain nothing.

    I agree, I wish all the corrupt politicians in Thailand would be shown the exit - all that would be left running the government would be tumble weeds and chirping crickets.

    Decent people who are qualified for the various posts should be hired to serve for 2 terms and then leave politics for good. Put more money into education to ensure a steady stream of new and properly qualified public servants. Pay them well punish corruption harshly.

    Hey, worth a try. We've been beating our heads against the wall of western "democracy" for many decades and it simply isn't working. Thaksin wants to declare himself the immortal master of the universe, the Democrats can't seem to stay away from the IMF's fraudulent loans - are we just going to keep going in circles? Break the cycle and try something radically new - and no - NOT appointing Thaksin dictator for life.

    And what are we inspiring to become anyway? Like the US? That's a laugh! Americans aren't stupid they know democracy is a joke, with Obama - Bush's polar opposite, ramming Bush's same policies through, simply reworded confusingly to distract his Thaksin-esque cult worshipers. People are waking up to the left/right paradigm.

    Mr. Issara Somchai and Mr. Witoon Nambutr are very decent people and are 100 % innocent about the rotten fish scandal.
    • All the blame must to go to the Rotten Fish who are considering guilty.

    By looking Mr. Issara Somchai face, I can guarantee 100 % that he will never donate rotten fish, but I can say 100 % he will sell rotten fish for double price for flood-hit victims.

    Investigations must to go deeply in what is the name of the fish? Bangkok post can not only say rotten fish.
    All fish community are very unhappy about that. They want to know the name of the rotten fish.

    Mr. Witoon Nambutr , I strongly recommend you to invite your mother in law to join you when you eat the rotten fish.
    If you do so, people will bring you back as social development and human security minister.
    If you eat rotten fish do not drink Patpong whiskey.

    Mr. Witoon Nambutr , how can you donate rotten fish?. Please show your innocence and eat all rotten canned fish.
    I believe you are the only one who knows you are a good man. Rotten fish is not bad at all. Enjoy it.
