Potential disease, continued poor sanitation systems, destroyed road underlayers, building foundation washouts and lack of clean water are all issues that will not be under control in 11 days.

D16: I pulled this statement from another BP story but i think it answers your question....

"I have to admit we don't have enough money and under the state policy, we need to take care of Thais first," Sgt Maj Somphong said.

Been living in the hotel for the past week, wish I could say 'there's no place like home....' then pops up in Kansas instead of waking up these days wondering if the office will be opening.

What is going on? Most current maps show Asok/Sukhumvit is flooded, Phrakanong, On Nut, Srinakarin, the Kings Park ... but there's actually no sign of any water at all. Am I missing something here or is my Web Browser foretelling the future?

In two weeks, if we can believe this, then the flooding will recede. Then we can really start to assess the damage which probably will take years to fix. Just roads sitting under water ruins the integrity of the tarmac or concrete. Drive to Phunpin in Suratthani and you can see the damage done in the last flood.
The water will be gone and the roads will be in bad shape.
Still I hear no firm plan for an assessment committee or any clear plan for how we will manage things after the flood goes away. Will there be a central place to report problems? Will there be government inspectors checking the bridge footings and all the structural issues that could be affected?
There simply must be a plan -- not for next year but for immediately after this incident.

A NASA satellite pic acquired on 9 november (november 8 in the USA) shows a lot of water in the north --which is not going to evaporate or drain out in 11 days. We are far from through. http://earthobservatory.nasa.gov/NaturalHazards/view.php?id=76369
