Rogue boat operators who have shot rivals and laid down road spikes to stop charity vans picking up their customers are worrying police.
Police are moving with urgency to regulate passenger boat services on flooded roads to protect frustrated commuters after a spate of recent crimes.
Some boat operators have laid down road spikes to obstruct charity trucks from helping flood victims who they see as their potential customers, they said. Shootings have also been reported.
