Hun Sen names Thaksin adviser

Suthep plays down rift with Cambodia

Cambodia has appointed ousted premier Thaksin Shinawatra as economic adviser to Prime Minister Hun Sen in a move that seems certain to escalate tensions with Thailand.

"Thaksin has already been appointed by royal decree ... as personal adviser to Cambodian Prime Minister Hun Sen and the adviser to the Cambodian government in charge of economy," said a Cambodian government statement read on state television yesterday.

"Allowing Thaksin to stay in Cambodia is virtuous behaviour ... good friends need to help each other in difficult circumstances."

The statement went on to call charges against Thaksin "politically motivated", and vowed not to extradite him if he "decides to stay in Cambodia or travels in and out of Cambodia in order to fulfil his duties".

The appointment came almost two weeks after Hun Sen riled Thailand by offering safe haven to Thaksin, ousted in a 2006 coup and on the run from a corruption conviction by a Thai court. It also vowed not to extradite him if he stayed in Cambodia.

Hun Sen made the remarks initially to visiting Puea Thai Party chairman Chavalit Yongchaiyudh on Oct 21, and then two days later when he attended the Asean summit in Cha-am district of Phetchaburi.

Prime Minister Abhisit Vejjajiva said Hun Sen had to choose between ties with Thailand and his personal relations with Thaksin.

Acting government spokesman Panitan Wattanayagorn yesterday said the appointment of Thaksin by Phnom Penh would not affect relations between the two countries.

But Mr Panitan admitted bilateral ties could be more complicated because the Cambodian government knew Thaksin had been convicted of corruption.

Thailand would deal with Cambodia on a case-by-case basis, he said. Issues where there were no problems with the two countries' relations would proceed but any issue which could affect ties between the neighbours would be more difficult to deal with, he predicted.

"It’s a  Cambodian  matter ... But if  Thaksin  happens to be  in Cambodia  then we have  to ask for his  extradition."  SUTHEP  THAUGSUBAN  DEPUTY PRIME  MINISTER

Deputy Prime Minister Suthep Thaugsuban said: "It's a Cambodian matter.

"We don't have to analyse anything, the appointment is a private relationship between Cambodia and Thaksin.

"It hasn't had any impact on us," Mr Suthep said.

"It's not a surprise. Cambodia has previously hired other foreigners as advisers and it did not cause us any problems. We don't have to worry too much," said Mr Suthep, who is in charge of national security.

"But if Thaksin happens to be in Cambodia, then we have to ask for his extradition."

Ties between Cambodia and Thailand have been difficult since June 2008 amid a continuing border conflict over land surrounding the Preah Vihear temple which has claimed several lives.

Cambodian Defence Minister Tea Banh said in Bangkok yesterday a house prepared by Hun Sen for Thaksin was now ready to receive him.

It was one of many houses which the Cambodian government keeps and Thaksin was welcome to stay in Cambodia any time he wants, the defence minister said.

The convicted former prime minister has not yet set foot on Cambodian soil.

Gen Tea Banh said Hun Sen had no intention of interfering in Thai political affairs when he made his comments on the sidelines of the Asean summit about welcoming Thaksin.

"He did not want to play any political game [with the Thai government] but only spoke his thoughts, which were driven by his very close relationship with Thaksin," he said.

He said Hun Sen had not yet issued a specific order on remarks he made earlier about a possible reduction in troops in the disputed border area near the Preah Vihear temple.

The minister said Cambodia would maintain the same number of soldiers in the area to ensure peace and order.

    i again suppose you seriously think before and after Thaksin, socially and potically along with educational consideration, Thailand (was and) is better than during Thaksin's terms...

    i suppose also that you have forgotten that Thaksin was the first PM of Thailand to have served full term of premiership.

    i suppose further that you intentionally preferred not to point out that Thai politicians and military leaders have not at all learned from history of the country which supposedly has seen the most coups d'etat in Asia (on this i may need to find the real and scientific stats!!!). this is really sad as there has not be a more realistic and more intelligent decision-making process as some politicians keep repeating the same footstep, agonizingly.

    let's be honest about the issue surrounding Preah Vihear Temple and nationalism arising within the two countries. more facts and political context should be read for better understanding of why and how. once again, it is sad to see politicians and political parties use civil and cultural tools for political gain and power conquest.

    Let's be honest about the issuesurrounding Thai land and Cambodia right now. If THAT education has put on most of the Thais in Isarn, this Thaksin era would not be happening. In the same token, if THAT education has laid its ground in Cambodia, Hun Sen would not be able to mislead his own people with bad nationalism toward its neighbor.


    In the past fifty years Sihanouk has taught the lesson of being Sihanouk. It reflects the modern diplomatic strategy of Thailand,and somewhat the way we think about Cambodia as a nation. Hun Sen is the best student of his class !


    The history enbles us to look beyond the moment and ideally to assist us into an intelligent decision-making process. Some people keep repeating the same footstep, agonizingly.

    i suppose you have knowledge of much of the stories between the two countries but intentionally handpicked a specific event without even considering the whole context or the relations between the two people over the last 7 centuries.

    i also suppose you have better knowledge of the origin of siam people and the history of why the how the siam came to South East Asia and how the city of Sukhothai was first created, etc.

    i further suppose that you are fully aware of the most recent history of the last 50 years of how Thailand has treated its neighbor, indiscriminately.

    it's not a forum for history discussion but the world would be better if all history writers and learners adopt the scientific approach and moderate their extremist/nationalist thinking. after all, it's all about education.

    Discussion 15: those countries who rejected Thaksin only do that becuz they want to give face to Thai gov becuz Thai didn't send troop to their border and claim that's Thai's land.

    I'm sure England would do the same thing if Thai done that to them....

    it is a sad thing when the two country relation become more and more worse. just think like a economist, try to make business together and do live to gather.

    you know man!!! we cambodia and thai has a lot of good place for tourist and we can do business together for better benefit for both people. why not??????

    we are in the time of globalization and in the short future our ASEAN country will become no border where everybody can enjoy like in european community!!!!

    When Siam was very busy fending off the Burmese army during Ayutthaya period, Khmer ruler Satha (1576-1596 )ordered Khmer army to sneak into the kingdom and attack its borderland. Ayutthaya's King Naresuan later taught Khmer Kingdom a lesson. Some said Phiti Pathomkam was ordered to Khmer ruler, some said not.


    This cat-and mouse relationship between Siam and Kampucha has been being around for centuries. Peaceful co-existance between the two occurs at times. But once Kampucha has been bad, a hit on his wrist is what he deserves.

    Bet you he never imagined having THAT on his name card 5 years ago!!

    I could not care less if he was the adviser to Swaziland as long as he stays away from Thailand. This clown is just making himself look more and more desperate each day passing by.

    seems there had been something wrong with your historical knowledge, either you did not remember what it was written or you simply refer to your own written history, biased and lacking of objectivity (the same is true for your own drawn map over Preah Vihear temple and its surrounding area sic!). well, i should repeat that the conflicts (in its broader term) would be solved as soon as the Thais stop teaching their kids the wrong history and tell them to abandon the so-called thai superiority complex vis-a-vis its neighbors. it is so sad. really.

    A friendly reminder! Taksin is just a fugitive who refused the law and now running around the world to find the place where he can fight back the country. His classic strategy is to tell the world that he's not being treated fairly by the government and the justice. After all, he has not yet answered any questions on his corruption charges instead keep calling for the real democracy, election and the peace for the country. The world is pretty clear on its reaction of this case,UK and some other countries stated clearly Taksin is no longer welcome. so the choice he has left is Cambodia where there is his business sense is on demand, it's just a mutual benefits for both parties. Cambodia needs Taksin business talent, and Taksin needs to have a place where he can set a base and plan this next steps. It would be interesting to find out how the government handles the case.
