Recalling ambassador seen as 'over-reaction' in dispute

Thailand may have overreacted by recalling its ambassador to Cambodia in protest against the neighbouring country's appointment of former prime minister Thaksin Shinawatra as an economic adviser, diplomatic sources say.

The government could have taken the lesser action of officially summoning Cambodia's ambassador to Thailand to protest Phnom Penh's decision instead, they said.

The diplomatic fallout over Cambodia's appointment of the fugitive Thaksin could cause significant damage to the Association of South East Asian Nations, a European diplomatic source said.

"If the dispute is not eased, Asean might be seen as a disintegrating grouping when they meet with the US president on the sidelines of Apec [Asia-Pacific Economic Cooperation] summit in Singapore next weekend," the source said.

"Asean has just reaffirmed the building-up of the [Asean economic] community, but the Asean chair [Thailand] and its neighbour [Cambodia] are now fighting."

Diplomats are concerned the flare-up might spoil this weekend's Mekong Summit being held in Japan, which both Thai and Cambodian officials will attend.

Both Thailand and Cambodia have ordered their respective ambassadors home. But this action was not overly serious, a retired Thai ambassador said.

"It is just a show of protest against that country interfering in our affairs."

Cambodian prime minister Hun Sen's comment that Thaksin's prosecution for corruption was politically motivated - implying the Thai judicial system was neither independent nor fair - was far more inflammatory than appointing the criminal as an adviser, the former ambassador said.

"Thaksin was convicted by the Supreme Court, not just an ordinary court, and making such remarks is too much for a sovereign country to remain quiet," he said.

More worrying, there are no guarantees that the situation would not disintegrate into armed conflict between the two nations, said Charnvit Kasetsiri, a political historian.

"It is a pity that we play domestic politics without considering the impact on the little people, especially those along the border and the small and medium-scale businessmen working inside Cambodia," he said.

The only positive factor was that the military on both sides had so far stayed clear of the political gamesmanship, he said.

"Although Thailand's reaction is understandable and natural, hopefully the Thai government will be careful that its actions do not cause the situation to deteriorate," he said.

The latest dispute between Thailand and Cambodia makes a farce of the Asean vision of creating an economic community. It also made the regional bloc look like a clown to the outside world, he said.

    In my point of view if war between these two country, thailand (bangkok) will be destructure. Cambodia have alliance, but thailand just alone and military aren't expert of the war.

    Thailand is a selfish country, it couldnt hold any important summit without causing problems. While the rest of the asean country wants to get on the business of enriching home countries, thailand just drag each and every one into its domestic politics. The delays and Pattaya fiasco where even the chinese president have to be evacuated is really international drama. Maybe other countries are fed-up with thailand being this year asean chairman failed so many times to move agenda that matters to every countries in asia, so cambodia is being appointed as the bad guy to teach thailand a lesson. Thank god the US President is coming to Singapore not thailand and APEC is held in Singapore not thailand, otherwise the world 21 economies will be drag into thai petty politics. We all are just waiting for border war to start, if all goes well it should be after thailand hand over the chairmanship to vietnam, and vietnam does a better job of hosting.

    Hi..
    Taksin has a diplomatic passport of one country, and staying in another country, enjoying all diplomatic previleges and immunities, there was no protest or recalling of Ambassadors...but now, in this case, we are kicking up all the fuss... great, showing that we are showing our might before our lilliput neighbours !

    As 'BangkokDan' stated, current govt is thrilled everytime its heard the name of former PM and
    always over reacted.

    Did Thai govt acted rationally?
    Was that act represent as an ASEAN chair country?
    Does Thailand think only Cambodia economy will suffer from this spat?

    Underdog country like Cambodia doesn't have much to worry as they had suffered enough before and
    nothing can make their lives worse but Thai govt has to answer to its people about their loss.

    I think Thai govt better sit back and take time to act furthermore.
    Ofcourse this time is to repair the damage it's done.

    thai should re cosider on thier action. if the border gat was close thai themself will drop down the economic. not only cambodai but thai aways make trooble for anothe r country around thai. too bad

    In the majority, I agree with Egon in Discussion 16. I must admit, reading through the discussions I was left scratching my head and thinking what the..... are these people on about. The King, the Government, Judicial System and the people of Thailand have been insulted by Hun Sen, without provocation and I whole heartedly agree with the diplomatic action taken. The areas I disagree with Egon on are he failed to say what a badly written article this is, with neither pros or cons or a conclusion; I also disagree that the commentators analysis was "profound". Without exception, in my humble opinion they all lack depth or perception.

    Somachai #24: Please...please try to think more carefully about what you write or rather, HOW you write what you do. It is very difficult to understand exactly what you are saying, with whom you agree and what you believe the consequences will be; who will benefit and who will lose ground. I simply cannot be sure that what I think you are saying is actually what you intend to say.

    Personally I think people should understand one thing above all the rest. The current Thai government does not care at all what neighboring countries think, or other countries further abroad. It is a closed society where the people running the show are so well off they do not care what the consequences are for the rest of the population, if they can entrench themselves even more.

    Therefore they will squeeze everything they can out of this current situation for domestic influence. And I believe they have a real chance or garnering more support by resorting to nationalism, something that there is no shortage of in the kingdom. Uniting the people against the outsiders works wonders anywhere, but in Thailand it is a perfected strategy with decades of military intervention have depended on its successes.

    It may not make a great difference but even if a few percent of the population can be swayed that could make a difference at the polls (if ever elections were to be held) the power holders would be thrilled.

    Otherwise it is more ammunition for those screaming about the poor uneducated being led by the nose by the "convicted criminal fugitive billionaire on the run from justice". More justification to oppress.

    I am flabbergasted by the stupidity of this move by Taksin.

    If, that is, what we are told is true.

    Cambodia will be a win-win when Asean steps in to resolve the dispute between Thai-Cambodian Issue. Thank you for your action Mr. Abhisit.
    Cambodian will be no effect much as Thai people if all borders between Thai and Cambodian close. Thai people will hurt the most. I am really appreciated for Thai moved.

    Three points:

    1) Yes the reaction is out of all proportion. Abhisit and the military and power holders don't give a damn though;

    2) Taksin has boo-booed as far as I am concerned. I largely support the opposition and am very anti-military when it comes to interference in the democratic evolutionary process. The military is what keeps the country from developing and is holding it back with a tight grip on its feudal roots. And;

    3) The government now does not give a darn about the "common people" mentioned in this article. Taksin has made a political blunder and they will exploit it for everything it is worth. The propaganda now will be relentless. Taksin is a genius? Taksin just acted like an idiot.

    Wait a minute. Take a poll in Thailand to see how many people thin the Thai judiciary is fair. I doubt you will have many people considering it fair and independent!
