The heading reads 'Bangkok Police On Terror Alert' but the government is not. This government doesn't even think there is a problem as the terrorists only come here for a holiday and they are only part of the tourist economy. This government even admonish foreign governments for posting terror alerts to inform their citizens of the possible danger.
