Floodway plan finished, Kittiratt says

B350bn investment scheme goes to court

Plans to construct a new floodway along eastern Bangkok channelling water from the Central Plains to the Gulf of Thailand are complete, Deputy Prime Minister Kittiratt Na-Ranong says.

"The 350-billion-baht investment plan includes details on all of the infrastructure projects, including where new floodways will be built and where new catchment areas will be located," he said.

    Discussions 1 & 2. All governments (PTP or DP) will push their agendas through by any means and as fast as they can. The opposition (DP or PTP) are the people's first defence against the mismanagement of public funds. So it's right and proper that the DP challenge this back door way of pushing through this borrowing regardless of what methods or agenda they themselves had in government.

    I still do not understand how a figure of 350 billion baht can be quoted when the plans are not finalized and contracts for contractors have yet to be signed. And its interesting that TS quoted this figure many months ago, as the amount needed to fund the flood management, even before the experts were called in to plan the solution. Hmmmmm!!

    They borrowed the money, then found a way to spend it exactly. Shouldn't it be the other way around?

    Discussion 3 - not allowing witnesses is just part of the Thai justice system. It happens all the time. Is it right, probably not if you are the accused or the accuser. Then 5 to 4 in Thailand is guilty and in most other countries it's a reasonable doubt acquittal or hung jury.

    PT is even shifting debt out of the way so they can max out the national debt .They want to skim as much as possible for the fugitive to get his money back .

    Khun Kittiratt - "Details cannot be announced yet. We need to build public understanding first." How can the public understand if we can't see the details? This sounds more like we need more time to propagandize the need before we reveal the truth.

    The Constitution allowed the Executive branch the use of Executive Decree under urgent/emergency situation. Interpretation and reading a situation is urgent/emergency or not is the duty and responsibility of the Executive. The Constitutional Court has no jurisdiction and to interfere in the work of the Executive. The matter should go to the Administrative court.

    "Mr Korn wanted three more petitioners to testify, but his request was turned down by the court.
    It ( the court) said the testimony given at the hearing had provided sufficient information."


    Can anyone give a rational explanation for this decision. How can they know what they don't know.
