Govt waits for ruling on decrees

Court loss will trigger backup plan in House

The government is looking to resubmit the two executive decrees as bills and push for their passage through parliament if the Constitution Court rules today that the decrees violate the constitution.

Pheu Thai Party spokesman Prompong Nopparit said the party was concerned that if the court rules against the two decrees, the opposition Democrat Party would take advantage of the ruling to discredit the government and pressure Prime Minister Yingluck Shinawatra into resigning.

The court is due to rule Wednesday on the legality of the decrees.

    Will 3+ months delay in flood defense spending be more damaging than mistakes made in immediate flood defense spending? That is the PTP vs Dem argument. My personal opinion is that the Dems are only interested in making PTP lose face, not actually propose helpful changes to the flood defense spending.

    D-10&11, I get your point.However, whether you look at one party or another, one government or another, corruption and waste is, has been, will be, corrupt and wasteful. Ok run it thru the parliament if you think it will help (I don't). With a strong majority, PTP will have their way. Where corruption is so rampant that bosses tap their employee bonuses, headmasters take a cut off the teachers already meager salaries, etc., expecting POLITICIANS ( of any party )to be any better is ...asking a lot. Rainy season is around the corner. Time to DO SOMETHING!!

    D8 - yes you are right, the people will suffer for the mistakes the PTP make. But that does not forgive the mistakes. There are laws to be followed and part of the opposition's "job" (actually part of every citizen's job) is to call attention to any violations. Ignoring these mis-steps will not make things better for the people, as a lack of transparency in the budgeting and distribution which WILL lead to corruption and most of the money going into other people's pockets, is just as harmful to the people as is a delay.

    So are some people saying that decree should move ahead even though its unconstitutional? to prevent any delays in flood prevention? Lets face it, nothing the government do will prevent the flood if it does come again this year, which is highly likely given how full all the rivers are.

    Pointing out faults by oppositions if they have valid proof is a good way for both sides to clean up their act and tighten their belts.

    No. It does everything to serve the people! The PTP want 350 billion baht and are pushing it through the back door to avoid scrutiny of how the money is to be spent. At this time the plans are incomplete, the full costs unknown and contractors unappointed. The 350 billion figure has been plucked from the air. They do not need all this money now and there is no problem if it takes 3 months to pass through parliament where questions can be asked and the people given a better idea of how their money will be spent. There are plenty of reserves fir work to start and the bill will succeed. But questions must be asked before the peoples money is handed over to the politians.

    Bikeme #3, unfortunately the one paying the price is not the government but the people when the flood mitigation projects are delayed and flood hits them again. If the court rules against the decrees, what victory has been won by the Demo Party except some bragging rights. There is really no tangible rewards as the government ain't going to dissolve parliament and expected long gestation of the bill being approved by Parliment eventually will annoy lots of people, still weary of the flood. So a small victory perhaps but a costly battle lost. Not a sound strategy.

    And how would the people who are against this then explain about subsequent flooding? To the people and industries that it will affect?
    How would they do it different? perhaps they must also say how they would raise the funds for such a project?
    Would they then adopt the same if in power for flood prevention?

    If the decrees are ruled unconstitutional, then the government changes them to bills to be rubber stamped through the Parliament, that is a tragedy, and of such loss of face Parliament should be desolved, and elections held to find a new PM, and cabinet.

    They already sound like they know the decrees will be found to be in violation of the constitution, and with all their legal background they still tried to push them through, and then will simply change them to bills to get them rubber stamp approved by Parliament, yet they insist no one should be required to take responsibility for the debacle they seem to imply is known to be in violation of the constitution.

    What a government this is turning out to be. Give us all your money, or we'll just find some other way to grab it. The only thing missing in this robbery are the guns.
