3G probe panel needs more time

The NBTC panel investigating alleged collusion between the Big Three telecom companies in bidding for 3G licences is expected to seek an extra 30 days to complete its task.

House of Representatives secretary-general Suwichak Nakwatcharachai, who is heading the National Broadcasting and Telecommunications Commission (NBTC) probe, said on Monday that all three wireless service providers that won 3G spectrum contracts -- Advance Info Service (AIS), Total Access Communication (Dtac) and True Move -- have been asked to clarify their bidding procedures.

Based on their testimony, the inquiry will determine whether they conspired with each other during the spectrum auction.

I don't understand what they thought would happen. There were 3 bidders in the auction, each were allowed to bid for 3 frequency bands, and there were 9 bands total to bid for. There is very little practical difference between the bands when it comes to performance.

So why did anyone think there would be a bidding war over these frequencies? I don't get it. I could have understood if the highest bidder got 4 blocks, middle bidder got 3 blocks and lowest bidder got 2 blocks or something like that. Then there would have been something to gain from being the highest bidder.

If NBTC finds evidence, which they admit they do not have, then what? Will the NBTC void the previous aution and have another? Brilliant idea. They can invite those same 3 companies back and since they now know for sure what each others bid was they can now submit the same or even lower bids.
