Disc 1, Soldier's defending themselves yes but wild inaccurate fire spraying bullets across the street killing 2 bystanders, there definitely must be accountability.

"About 12am on May 15, 2010, a van driven by Samon Maithong headed toward the bunker.
The driver defied an order announced through a loudspeaker to stop or be shot at. Soldiers then opened fire on the van, hitting Samon in his torso and stomach.
Khunakorn was shot in the back amid the gunfire.
Also shot at the time was taxi driver Phan Khamkon"

The above excerpt from the article clearly defines the responsibility with the van driver, Samon Maithong. He ran the blockade, threatened soldiers and caused the gunfire. No court in the world(well non-red court, not in Thailand)would indict a soldier for defending themselves.
