Vehicles involved in accidents or halted at the roadside must put up warning lights to alert approaching motorists, the Transport Ministry warns.
Transport Minister Chadchart Sittipunt on Tuesday raised the issue following Monday's crash involving a passenger van and an 18-wheel lorry that killed nine people and injured seven others.
The accident occurred when the Prachin Buri-Bangkok passenger van slammed into the back of the lorry, which was parked on the side of the Min Buri-Ban Sang road in Chachoengsao's Bang Nam Prieo district. The lorry's hazard lights were not turned on at the time.
